550 metric tons of Iraqi uranium ore to Canada, Defense officials said here 
today. 
&lt;p&gt;The Iraqi government asked the United States to help transfer the yellowcake 
-- as the ore is known -- from Tuwaitha Nuclear Research Center near Baghdad to 
its buyer in Canada, Pentagon spokesman Bryan Whitman said today. &lt;/p&gt;The 
military dubbed the movement Operation McCall, and it ended July 5. DoD&amp;#39;s 
portion of the operation involved the transfer of the ore. &lt;br /&gt;&lt;br /&gt;Yellowcake is 
a uranium ore that can be processed to become nuclear fuel. State and Energy 
Department personnel also participated in the transfer. &lt;br /&gt;&lt;br /&gt;Officials 
transferred the uranium by convoy from Tuwaitha nuclear research facility to a 
secure location in Baghdad&amp;#39;s International Zone, Whitman said. The ore was in 
110 shipping containers. The shipping containers were placed aboard Air Force 
C-17 Globemaster III airlifters and taken to an intermediate location. It took 
37 sorties to transfer the yellowcake. &lt;br /&gt;&lt;br /&gt;At the intermediate location -- 
which Whitman could not name -- the ore was loaded aboard the SS Gopher State, a 
Military Sealift Command ship, which took it to Montreal. &lt;br /&gt;&lt;br /&gt;&amp;quot;This was 
material that was discovered when we initially went in to Tuwaitha,&amp;quot; Whitman 
said. &amp;quot;It was under the control of the United Nations International Atomic 
Energy Agency since that time.&amp;quot; &lt;br /&gt;&lt;br /&gt;Whitman stressed that yellowcake is not 
of direct use in a nuclear weapon. &amp;quot;It is a commodity that is traded routinely 
in the global nuclear energy sector,&amp;quot; he said. &amp;quot;It can be used as a feed 
material for nuclear weapons if a country has access to the necessary fuel 
technology.&amp;quot; &lt;br /&gt;&lt;br /&gt;The cost of the transfer was $70 million, and the 
government of Iraq will reimburse the United States for a portion of the cost,

continues this lie? I mean, it&amp;#39;s been disproven time and time and time

attack against a chemical weapons factory in Sudan. The cruise missle
strike was in retaliation for the August 7, 1998 truck bomb attacks on
U.S. embassies in Tanzania and Kenya which killed more than 200 people
and wounded more than 5,000 others. The chemical weapons factory in
Sudan was funded, in part, by Osama bin Laden who the U.S. believed
responsible for the embassy bombings. Richard Clarke, a national
security advisor to President Clinton, told the Washington Post in a
January 23, 1999 article that the U.S. government was &amp;quot;sure&amp;quot; that Iraqi
nerve gas experts had produced a powdered substance at that plant for

On August 25, 1998 the Fort Worth Star-telegram reported a link between
Iraq and the Sudanese chemical weapons factory destroyed by the United
States in a cruise missile attack. The chemical weapons factory was hit
because of links to Osama bin Laden who the U.S. believed responsible
for the recent embassy bombings. A senior intelligence official said
one of the leaders of Iraq&amp;#39;s chemical weapons program, Emad al-Ani, had
close ties with senior Sudanese officials at the factory. The
intelligence official also said a number of Iraqi scientists working
with al-Ani attended the grand opening of the factory two years
earlier. Emad Husayn Abdullah al-Ani surrendered to U.S. military

On November 5, 1998 a Federal grand jury in Manhattan returned a
238-count indictment charging Osama bin Laden in the bombings of two
United States Embassies in Africa and with conspiring to commit other

Saddam Hussein&amp;#39;s government in Iraq whereby the group said that it
would not work against Iraq, and that the two parties agreed to

history of harboring terrorists. Carlos the Jackal, Abu Nidal, Abu

Laden&amp;#39;s long relationship with the Iraqis began as he helped Sudan&amp;#39;s
fundamentalist government in their efforts to acquire weapons of mass

also been reports in recent months that bin Laden might have been
considering moving his operations to Iraq. Intelligence agencies in
several nations are looking into that. According to Vincent
Cannistraro, a former chief of CIA counterterrorism operations, a
senior Iraqi intelligence official, Farouk Hijazi, sought out bin Laden
in December and invited him to come to Iraq.&amp;quot; NPR reported that Iraq&amp;#39;s
contacts with bin Laden go back some years, to at least 1994, when

On February 14, 1999, an article appeared in the San Jose Mercury News
claiming that U.S. intelligence officials are worried about an alliance
between Osama bin Laden and Iraqi leader Saddam Hussein. The article
states that bin Laden had met with a senior Iraqi intelligence official
near Qandahar, Afghanistan in late December 1998 and that &amp;quot;there has
been increasing evidence that bin Laden and Iraq may have begun
cooperating in planning attacks against American and British targets
around the world.&amp;quot; According to this article, Saddam has offered asylum
to bin Laden in Iraq. The article said that in addition to Abu Nidal,
another Palestinian terrorist by the name of Mohammed Amri (a.k.a. Abu

On February 28, 1999, an article was written in The Kansas City Star
which said, &amp;quot;He [bin Laden] has a private fortune ranging from $250
million to $500 million and is said to be cultivating a new alliance
with Iraq&amp;#39;s Saddam Hussein, who has biological and chemical weapons bin
Laden would not hesitate to use. An alliance between bin Laden and
Saddam Hussein could be deadly. Both men are united in their hatred for

On December 28, 1999, an article appeared in The Herald (Glasgow,
Scotland) titled, &amp;quot;Iraq tempts bin Laden to attack West.&amp;quot; The article

sanctuary in Iraq.....&amp;quot; The article quotes a U.S. counter-terrorism
source who said, &amp;quot;Now we are also facing the prospect of an unholy
alliance between bin Laden and Saddam. The implications are

On April 8, 2001, an informant for Czech counter-intelligence observed
an Iraqi intelligence official named al-Ani meeting with an Arab man in
his 20s at a restaurant outside Prague. Following the 9/11 attacks, the
Czech informant who observed the meeting saw Mohammed Atta’s picture in
the papers and identified Mohammed Atta as the man who met with the

Able Danger, a highly-classified U.S. Army intelligence program under
the command of the U.S. Army Special Operations Command, supports
information from the Czech Republic’s intelligence service that
Mohammed Atta meet with the Iraqi ambassador at the Prague airport on

&lt;p&gt;In the six-and-a-half years that the U.S. government has been
fingerprinting insurgents, detainees and ordinary people in
Afghanistan, Iraq and the Horn of Africa, hundreds have turned out to
share an unexpected background, FBI and military officials said. They
have criminal arrest records in the United States. &lt;/p&gt;
&lt;p&gt;There was the suspected militant fleeing Somalia who had been
arrested on a drug charge in New Jersey. And the man stopped at a
checkpoint in Tikrit who claimed to be a dirt farmer but had 11 felony
charges in the United States, including assault with a deadly weapon. &lt;/p&gt;
&lt;p&gt;The records suggest that potential enemies abroad know a great deal
about the United States because many of them have lived here, officials
said. The matches also reflect the power of sharing data across
agencies and even countries, data that links an identity to a
distinguishing human characteristic such as a fingerprint. &lt;/p&gt;
&lt;p&gt;“I found the number stunning,” said Frances Fragos Townsend, a
security consultant and former assistant to the president for homeland
security. “It suggested to me that this was going to give us far
greater insight into the relationships between individuals fighting
against U.S. forces in the theater and potential U.S. cells or support
networks here in the United States.” &lt;/p&gt;
&lt;p&gt;The fingerprinting of detainees overseas began as ad-hoc FBI and
U.S. military efforts shortly after the Sept. 11, 2001, terrorist
attacks. It has since grown into a government-wide push to build the
world’s largest database of known or suspected terrorist fingerprints.
The effort is being boosted by a presidential directive signed June 5,
which gave the U.S. attorney general and other cabinet officials 90
days to come up with a plan to expand the use of biometrics by, among
other things, recommending categories of people to be screened beyond
“known or suspected” terrorists. &lt;/p&gt;
&lt;p&gt;Fingerprints are being beamed in via satellite from places as
far-flung as the jungles of Zamboanga in the southern Philippines;
Bogota, Colombia; Iraq; and Afghanistan. Other allies, such as Sweden,
have contributed prints. The database can be queried by U.S. government
agencies and by other countries through Interpol, the international
police agency. &lt;/p&gt;
&lt;p&gt;Civil libertarians have raised concerns about whether people on the
watch lists have been appropriately determined to be terrorists, a
process that senior government officials acknowledge is an art, not a
science. &lt;/p&gt;
&lt;p&gt;Large-scale identity systems “can raise serious privacy concerns, if
not singly, then jointly and severally,” said a 2007 study by the
Defense Science Board Task Force on Defense Biometrics. The ability “to
cross reference and draw new, previously unimagined, inferences,” is a
boon for the government and the bane of privacy advocates, it said. &lt;/p&gt;
&lt;p&gt;An FBI Mission&lt;/p&gt;
&lt;p&gt;The effort, officials say, is bearing fruit. &lt;/p&gt;
&lt;p&gt;“The bottom line is we’re locking people up,” said Thomas E. Bush
III, FBI assistant director of the Criminal Justice Information
Services division. “Stopping people coming into this country.
Identifying IED-makers in a way never done before. That’s the beauty of
this whole data-sharing effort. We’re pushing our borders back.” &lt;/p&gt;
&lt;p&gt;In December 2001, an FBI team was sent on an unusual mission to
Afghanistan. The U.S. military had launched a wave of airstrikes aimed
at killing or capturing al Qaeda fighters and their Taliban hosts. The
FBI team was to fingerprint and interview foreign fighters as if they
were being booked at a police station. &lt;/p&gt;
&lt;p&gt;The team, led by Paul Shannon, a veteran FBI agent embedded with
U.S. special forces, traveled to the combat zone toting briefcases
outfitted with printer’s ink, hand rollers and paper cards. The agents
worked in Kandahar and Kabul. They traversed the Afghanistan-Pakistan
border. They hand-carried the fingerprint records from Afghanistan to
Clarksburg, W.Va., home to the FBI’s criminal biometric database. &lt;/p&gt;
&lt;p&gt;As they analyzed the results, they were surprised to learn that one
out of every 100 detainees was already in the FBI’s database for
arrests. Many arrests were for drunken driving, passing bad checks and
traffic violations, FBI officials said. &lt;/p&gt;
&lt;p&gt;“Frankly I was surprised that we were getting those kind of hits at
all,” recalled Townsend, who left government in January. They
identified “a potential vulnerability” to national security the
government had not fully appreciated, she said. &lt;/p&gt;
&lt;p&gt;The people being fingerprinted had come from the Middle East, North
Africa and Pakistan. They were mostly in their 20s, Shannon recalled.
“One of the things we learned is we were dealing with relatively young
guys who were very committed and what they would openly tell you is
that when they got out they were going back to jihad,” he said. “They’d
already made this commitment.” &lt;/p&gt;
&lt;p&gt;One of the first men fingerprinted by the FBI team was a fighter who
claimed he was in Afghanistan to learn the ancient art of falconry. But
a fingerprint check showed that in August 2001 he had been turned away
from Orlando International Airport by an immigration official who
thought he might overstay his visa. Mohamed al Kahtani would later be
named by the Sept. 11 Commission as someone who allegedly had sought to
participate in hijackings. He currently is in custody at Guantanamo
Bay. &lt;/p&gt;
&lt;p&gt;Similarly, in 2004, an FBI team choppered to a remote desert camp on
the Iraq-Iran border, home to the Mujahedin-e-Khalq (MEK), whose aim is
to overthrow the Iranian government. The MEK lead an austere lifestyle
in which men are segregated from women and material goods are
renounced. The U.S. State Department considers the organization to be a
terrorist group. &lt;/p&gt;
&lt;p&gt;The FBI team fingerprinted 3,800 fighters. More than 40, Shannon said, had previous criminal records in the agency’s database. &lt;/p&gt;
&lt;p&gt;While the FBI was busy collecting fingerprints, the military was
setting up its own biometrics database, adding in iris and facial data
as well. By October, the two organizations agreed to collaborate,
running queries through both systems. The very first match was on the
man who claimed to be a poor dirt farmer. Among his many charges were
misdemeanors for theft and public drunkenness in Chicago and Utah, a
criminal record that ran from 1993 to 2001, said Herb Richardson, who
serves as operations manager for the military’s Automated Biometric
Identification System under a contract with Ideal Innovations of
Arlington. &lt;/p&gt;
&lt;p&gt;Many of those with U.S. arrest records had come to the United States
to study, said former Criminal Justice Information Services head
Michael Kirkpatrick, who led the FBI effort to use biometrics in
counterterrorism after Sept. 11. “It suggests there was some
familiarity with Western culture, the United States specifically, and
for whatever reason they did not agree with that culture,” he said.
“Either they became disaffected or put up with it, and then they went
overseas.” &lt;/p&gt;
&lt;p&gt;Errors in matching, though rare, have occurred. In a noted 2004
case, Oregon lawyer Brandon Mayfield was erroneously named as a suspect
in the Madrid train bombings that killed 191 people. FBI lab analysts
matched a print lifted from a plastic bag at the crime scene to his
fingerprints that were stored in the FBI’s criminal database because of
a 1985 arrest for auto burglary when he was a teenager. The charge had
been dismissed. After a critical Justice Department Inspector General
audit, the FBI made fixes in its system. A recent inspector general
report found the FBI fingerprint matching to be generally accurate. &lt;/p&gt;
&lt;p&gt;Worries About Watch List&lt;/p&gt;
&lt;p&gt;Civil libertarians, however, worry that the systems are not
transparent enough for outsiders to tell how the government decides who
belongs on a watch list and how that information is handled. &lt;/p&gt;
&lt;p&gt;“The day when the federal government can tell people the basis
they’ve been put on the watch list is the day we can have more
confidence in biometric identification,” said Marc Rotenberg, executive
director of the Electronic Privacy Information Center. &lt;/p&gt;
&lt;p&gt;Vetting the data is the job of analysts at the National
Counterterrorism Center, an office park-like complex in McLean run by
the Office of the Director of National Intelligence. Analysts there
scour intelligence reports to create the master international terrorist
watch list. &lt;/p&gt;
&lt;p&gt;“You cannot draw a bright red line and say that’s a terrorist, this
person isn’t,” said Russ Travers, an NCTC deputy director. “If somebody
swears allegiance to Bin Laden, that’s an easy case. If somebody goes
to a terrorist training camp, that’s probably an easy case. What if a
person goes to a camp and decides, ‘I don’t want to go to a camp, I
want to go home.’ Where do you draw the line?” &lt;/p&gt;
&lt;p&gt;Investigators are working on ever more sophisticated ways to
evaluate the data. Analysts at the Army’s National Ground Intelligence
Center in Charlottesville, for instance, use software to scrutinize
intelligence reports from sources such as electronic surveillance and
informants. They then link the information to a person’s biographic and
biometric data, and look for relationships that might detect terrorists
and plots. &lt;/p&gt;
&lt;p&gt;For example, a roadside bomb may explode and a patrol may
fingerprint bystanders because insurgents have been known to remain at
the scene to observe the results of their work. Prints also can be
lifted off tiny fragments of exploded bombs, said military officials
and contractors involved in the work. &lt;/p&gt;
&lt;p&gt;Analysts are not just trying to identify the prints on the bomb.
They want to find out who the bomb-carrier associates with. Who he
calls. Who calls him. That could lead to the higher-level operatives
who planned and financed attacks. &lt;/p&gt;
&lt;p&gt;Already, fingerprints lifted off a bomb fragment have been linked to people trying to enter the United States, they said. &lt;/p&gt;
&lt;p&gt;In a separate data-sharing program, 365 Iraqis who have applied to
the Department of Homeland Security for refugee status have been denied
because their fingerprints turned up in the Defense Department’s
database of known or suspected terrorists, Richardson said. &lt;/p&gt;
&lt;p&gt;If Iraq and Afghanistan were a proving ground of sorts for biometric
watch-listing, the U.S. government is moving quickly to try to build a
domestic version. Since September 2006, Homeland Security and the FBI
have been operating a pilot program in which police officers in Boston,
Dallas and Houston run prints of arrestees against a Homeland Security
database of immigration law violators and a State Department database
of people refused visas. Federal job applicants’ prints also are run
against the databases. To date, some 500 people have been found in the
database and thus are of interest to Homeland Security officials. &lt;/p&gt;
&lt;p&gt;Steve Nixon, a director at the Office of the Director of National Intelligence, said the effort is key to national security. &lt;/p&gt;
&lt;p&gt;“When we look at the road and the challenges, globalization and the
spread of technology has empowered small groups of individuals, bad
guys, to be more powerful than at any other time in history,” he said.
“We have to know who these people are when we encounter them. A lot of
what we’re doing in intelligence now is trying to identify a person.

            <description>    &lt;p&gt;On Friday, I saw a video of popular court TV Judge Judy making clear to a thug where she stands on private citizens and personal weapons.&amp;#160; It is a rare bit of wisdom expressed from the bench, even a TV bench which bears no impact in the real courts.&amp;#160; Judge Judy has been and still holds accreditation through the BAR association, but the TV courtroom is a show and as such, the participants sign documents before entering this court which holds them to a binding contract of the Judge&amp;#39;s judgments.&amp;#160; It is a great representation of why the Supreme Court did the right thing upholding citizens&amp;#39; right to keep and bear arms as laid out in the Constitution.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;&lt;/p&gt;

            <description>    &lt;p&gt;Ever been on the road when another driver is making erratic moves and false signals?&amp;#160; You don&amp;#39;t know whether to pass him or hang way back and wait for the inevitable accident to occur and all you can do is pray he gets off the road before he hurts himself or worse, somebody else.&amp;#160; Have you ever been the one others are looking at as if you got your license from a Cracker Jack box?&amp;#160; If we compare these kinds of road experience to the nations of the world, you can look around and see other nations swerving all over the pavement bumping into one another vying for more prominent positions in world economy and military might.&amp;#160; Little neighboring countries in Africa are like the cars behind us, they matter because we hate to see others hurt, but we are out of the danger zone.&amp;#160; Others are nearer to us and most of them seem to have a steady hand at the wheel.&amp;#160; One by one, others are coming up from behind and absolutely have no concern for their own welfare or anyone else&amp;#39;s.&amp;#160; It used to be that the drivers would take it upon themselves to scare the nuttiness out of those passing carelessly, it used to be that the other passengers in the car being driven so dangerously would take that driver away from the wheel and put in somebody much more careful.&amp;#160; Nowadays, the passengers are divided, half cheering him on and the other half sitting quietly and grumbling.&amp;#160; Nowadays, the other cars don&amp;#39;t want to deal with the nut, so he is zipping by them and making sure everybody on the road is intimidated by him. &lt;/p&gt;&lt;p&gt;Lately, even though we have been way out front, the rest of the field is watching us wander from right side to left side occasionally jerking onto the left shoulder and skidding back onto the pavement.&amp;#160; Now, if you think of years as being minutes, its easy to see how that could be.&amp;#160; Every four minutes we are changing drivers and there is always a huge discussion over who the next driver will be.&amp;#160; The other drivers had grown accustomed to this and most would hang back whenever it was time to make the switch.&amp;#160; Just lately we have the governmental powers fighting over the wheel.&amp;#160; The president is supposed to be the one at the wheel.&amp;#160; But Congress has been doing its best to usurp the authority of the president to steer the bus in defensive action and aggressive action.&amp;#160; Add to that the Supreme court jumping in and pulling the wheel hard to the left working to take the authority to imprison battlefield combatants until war&amp;#39;s end.&amp;#160; Nobody else on the road wants to work with us to ensure security because they don&amp;#39;t know if we&amp;#39;ll be a friend or a backstabber in the next few minutes.&lt;/p&gt;&lt;p&gt;So, now its time to choose a new driver again and we need to consider all that this driver is going to have to face.&amp;#160; Nobody in the other cars are willing to step up and do something about the gang of cars known as Islamic jihad.&amp;#160; This president and this congress will have to make decisions about powers commandeering the wheel and if they don&amp;#39;t or won&amp;#39;t, we passengers are going to have to hit the brakes and decide for the three powers, who is supposed to drive.&amp;#160; Wait!&amp;#160; Where did the brake pedal go.&amp;#160; Didn&amp;#39;t we have one installed when we built this vehicle known as the union of states?&amp;#160; The steering wheel is being fought over and we don&amp;#39;t have brake pedal?&amp;#160; Is anybody in the front seat doing something about this?&amp;#160; Is anybody on the bus even concerned enough to sound an alarm?&lt;/p&gt;&lt;p&gt;Okay, so the analogy isn&amp;#39;t perfect, but the concern should come through loud and clear.&amp;#160; If we don&amp;#39;t settle down and work out a clear plan of operation, we very likely will become the former world power.&amp;#160; Those who think that would be a good thing are by definition anti-American.&amp;#160; Who would step up to ensure the good things America does?&amp;#160; Would China act as the world councilor and police for human rights?&amp;#160; Do you think the United Nations could do it?&amp;#160; Maybe you could place your trust in Islam?&amp;#160; Which entity around the world has the muscle or the will to influence the world&amp;#39;s drivers to serve their own well and work within the constraints of the rules of the road?&amp;#160; No other country or world power has both the power and the will for the job and if we allow Islam or the UN or anybody with enough might to make the rules of the road, this will be a far different world.&amp;#160; Islam would create a far more dangerous road by taking other vehicles and using them to their own ends.&amp;#160; China would probably do something similar.&amp;#160; The UN is basically a subset of Islam.&amp;#160; Every other entity is either too weak or has already succumbed to the influence of radical Islam.&lt;/p&gt;&lt;p&gt;Once you put a light on the responsibility of the lead position, you begin to see how tenuous is the role we play in world politics and the consequences of dropping that responsibility begin to look more ominous than the 2nd amendment or a marriage certificate for homosexuals.&amp;#160; This election will literally decide whether we place more judges who will fight for the wheel or more judges who will take the roll the builders and planners designed for them, whether we have a Congress who help and back the driver or are also pulling and fighting for the wheel.&amp;#160; The parties have drawn clear lines on who will take the wheel from the assigned driver and who will support the decision making structure as designed by the original driver and navigators.&amp;#160; I suggest you vote for a conservative veteran this election, whether for president or for Congress.&lt;/p&gt;&lt;p&gt;&lt;span style=&quot;font-size: medium; font-family: arial, helvetica, sans-serif&quot;&gt;&lt;br /&gt;The last paragraph of the Declaration of Independence&lt;/p&gt;&lt;p&gt;&lt;strong&gt;We, therefore,
